Apply any regular latex or oil paint over the dried primer. With surface roughage and bonding primer, you should be able to paint over the elastomeric paint without any issues.
A normal latex paint simply wouldn’t be able to stretch with the elastomeric substrate, and so it’ll crack and peel off the elastomeric paint. Elastomeric paints have considerably greater film thickness than normal exterior latex paints and they are often sold as a "lifetime" paint. Never will you have to paint again kinda thing.

Frequently Asked Questions
Can you paint over elastomeric paint with latex?
High-quality acrylic latex paints will stick to the existing elastomeric coating just fine, but they will not fill the pinholes. This is because the paint will not fill the holes and as it dries it shrinks and the holes re-appear.
Can elastomeric sealant be painted?
TECHNICAL BULLETIN. Weathered elastomeric coatings may be refreshed by application of a quality exterior acrylic latex paint. Proper surface preparation must be done and the paint applied under appropriate conditions. Remove all dirt, mildew, and chalk.
Is elastomeric waterproof?
Benefits: Watertight – This is one of the main advantages to elastomeric coating, as it puts a secure coating on the surface so that the moisture is unable to intrude into the walls. The surfaces that the layers work on are poured concrete, masonry, stucco, floors, roofs, brick, metal and wood (with caution).
Is it possible to paint over elastomeric paint?
While elastomeric paint provides good coverage, you'll quickly find it is more difficult to paint over. A dried elastomeric finish is very slick and doesn't accept new paint as easily as a regular latex or oil painted surface. Fortunately, there are steps you can take to paint over EWC surfaces with quality results.
What kind of paint to use on weathered elastomeric coatings?
Weathered elastomeric coatings may be refreshed by application of a quality exterior acrylic latex paint. Proper surface preparation must be done and the paint applied under appropriate conditions. Remove all dirt, mildew, and chalk.
What should be the temperature for painting an elastomeric?
It is important that steps be taken to minimize chance of cracking of the new paint applied over the elastomeric. The paint must be of high quality. The paint must be applied under moderate weather conditions: Applying below the recommended minimum application temperature can result in serious cracking.
